Abstract

This research focuses on community engagement and participatory approaches in educational monitoring and evaluation (M&E) within higher education. It explores the benefits, challenges, and best practices of these approaches to shed light on the evolving landscape of educational M&E. Employing a robust methodology that includes a thorough review of literature, case studies, and policy documents, the study examines the theoretical foundations, methodological considerations, and practical implications of community-driven M&E initiatives. Drawing on participatory action research, community development, and stakeholder engagement theories, the research uses desktop analysis to synthesize relevant literature and empirical evidence. Findings highlight potential benefits such as increased transparency, accountability, and relevance in assessment processes, while also noting challenges including power dynamics, communication gaps, and limited resources. The study concludes with actionable recommendations for higher education institutions, advocating for collaborative partnerships, capacity-building initiatives, and inclusive M&E frameworks that prioritize community voice and agency.
